[oc] Wishlist and CVS Links

Hi all, 

wishlist testing is now finished. That means you can add your ideas and
requests. Complete list can be fount at
http://www.opencores.org/wishlist/.  Entries posted for particular project
are collected on project's 'Wishlist' page. We added 'Wishlist' page to
all projects. Maintainers may mark this page as hidden to disable wishlist
for their project. John Dalton will write detailed help for developers and
users. Thank you John. 

CVS Links is a new tool available for developers. It allows crating unix
style links inside of CVS repository. This is useful when a part of code
(or any other file/folder) is used by different projects. See
http://www.opencores.org/cvs.shtml for additional information and link.
