No. /etc/scsi.conf is under Setup control. If you change it by hand, please
tell Setup to save your version:

                # setup scsi store

or a full
                # setup -s

When I change I file with "vi", and I quit editor with "wq", usually
I can understand sensibly if file is read-only: vi refuse to save. Check!
