I can personally say that wget works well under cygwin as I used it the
other day to try and solve the external ip problem I've been having in work.
As for curl I have used that in the past for a shell script web mirror
program I wrote to update a web site I used to have when I only had
windows available.
This was able to ftp directly from one URL to another URL without having
to have a local copy of the remote site on the mirroring computer
