Somewhat. It's implying that you are doing something very, very
short-sighted (ill-conceived, poorly-planned) merely in order
to be contrary.

It's a very snide way of saying "I'm right, you're wrong. I'm
smarter than you are."

I find it to be used almost exclusively by snobbish, condescending
types who wouldn't know a good idea if it bit them in the ass.
