All rights, but the correct steps are:
1) edit /etc/keys.conf
2) setup -s
"setup -s" execute, for any resources listed in /setup/order, the
library function store(), referenced in /setup/fun/resource.fun.
For keymap resource, store() copy /etc/keys.conf in /setup/cnf/store.
