3.5.37 `string-eqv-match?' - caseless regex match

Usage: (~ text match)
string-eqv-match?: Test to see if a string fully matches a pattern. Case is not significant, but any character equivalences must be expressed in your regular expression.

Arguments:
text - text to test for pattern
match - pattern/substring to search for
