[pci] Address /Decoder interface

These are some coments and describtions about this block diagram

1. Add decoder FIFO:
- Address decoder is used to minimie the PCI local address range or to limit
it to specific set of addresses that can pas to the local side.
- If the address is not mapped Tabort is generated 
- The address can be passed as is to the local interface and so it must
generate the Tabort signal. 
-BE signals can be used to extend the 8 bit data  and it can be directly
converted to 8-bit data local address.
-Burst mode can be made by a counter from the first address.
- FIFO buffer is needed to handel delayed transactions
