Hi Trung,
simply start conversation either on project's
mailing list or with project leader (explain what you would like to do, what is
your past experience etc). Or simply start coding or contributing in some other
way (starting with verification of cores (test benches), reviewing
documentation etc).
There is no official registration or something like
that (the only thing you might need is an opencores account).
