[cdrom] Making an ISO image directly from WWW

Reading the OpenTech FAQ, I gather that the only
reason the OpenTech CD-ROM is not on the web is lack of
bandwidth.

I assume most (if not all?) of the contents of the CD-ROM
is already on the web, just distributed all over the place.
If this is the case, would it be possible to write a script
to construct an ISO image directly from the source of
each file? In this way, OpenTech need only provide
the bandwidth to download the script.

This is similar to one method Debian uses to generate
ISO images.

Getting really fancy, one could set up a system whereby
OpenTech maintains an on-line database, and the user
simply types a command to access the database then
download incremental updates to their local copy of the
"CD" contents, CVS style.
