problems with the MAKER utility

Hello.
I'm trying to install mulinux on my old 486 home PC (4MB RAM).
It locks in the middle of boot phase, perhaps because the memory is too low.
Following the instructions, I'm trying to create the root disk using the
DOS utility MAKER.
This utility perfectly formats the floppy, but when it begins to write
data to it it suddently raise a "write error" (sorry I don't recall the
exact message).
I tried 3 or 4 differents floppies but the result is the same.
Does this means that my floppy drive doesn't support the 1.8MB format?
If that's the case, is it possibile to create the root floppy on a new
PC and then try to see if my old PC reads it?
