Maybe, small-linux changed some major-minor number in /dev/tty*.
Indeed, this is the first step when upgranding to 2.2.* series.
Example:
in mulinux (major=4, minor=192)
        crw-rw-rw-    1 root     88         4, 192 Feb  7  1999 ttyp0
in debian (major=3, minor=0)
        crw-rw-rw-    1 root     tty        3,   0 Oct 30 20:55 ttyp0
You can create rigth file in /dev/ using mknod.
