[mu, fast, boot], Can't, access, loopback, network

When I use the fast boot facility, I can't start the network, even
loopback interface. Here is what I did:

# route add 127.0.0.1 lo
# ash < /dev/tty2 > /dev/tty2 2>/dev/tty2 & (activate second vty)
# nc -l -p 23 -e /usr/srv/bin/in.telnetd &
# telnet 127.0.0.1
Trying 127.0.0.1 ...

nothing happens: I am left at this until I kill the telnet
program from the second tty.

/usr/srv and /usr/wks are available.
The same thing happens if I leave out the nc line above.
