You have no mean to detect any activity on the line (but listening
yourself to the phone speaker) since the modem will not be on line till an ATA
is sent. The only way a hangup modem has to detect line activity is a RING
detection (well, this is not entirely true to a modem with voice support)
May be what you want is "agetty" to send an ATA at startup and after receiving
a HANGUP signal? (anyway i still think it is more fun doing a hardware emulator)
