Description
    Creates the README.md file in the project root with hypertext links
    pointing to "metacpan.org" rather than "search.cpan.org"

    Useful for distributions on Github which uses the README.md file in the
    project root as a splash page

Configuration and Environment
    Defines the following attributes;

    "url_prefix"
       Defaults to "https://metacpan.org/module/"

Subroutines/Methods
  setup_installer
    Modifies this base class method. Monkey patches Pod::Markdown to accept
    configurable URL prefixes
